Terrifying the Enemies of Allah: Understanding the Islamists’
Counterinsurgency Warfare Strategies in Sudan (1989–2019)

Political violence and civil wars have shaped political developments in Sudan since the country gained independence in 1956. Successive central governments’ counterinsurgency (COIN) campaigns have relied on militias to fight rebels in the country’s peripheries. In this seminar, we explore the COIN strategy of the Islamist regime (1989–2019), which predominately took an enemy-centric approach by relying on COIN militias such as the Popular Defense Force to fight the rebels in the south and created and institutionalized the paramilitary Rapid Support Forces in the Sudanese security sector. Our findings demonstrate that the enemy-centric COIN approach is rooted in the Islamist regime’s ideology, which emphasizes the brute use of force. Relying on militias as a COIN strategy and allowing high levels of violence against civilian populations benefitted the regime more than undertaking state-building projects.

 

About the Speaker

Salma Abdalla is a political scientist and a researcher from Sudan. She holds a Ph.D. in Political Geography from the University of Bayreuth, Germany and a Master’s degree in Political Science from the University of Khartoum. She held several researcher positions and has been member of various international research projects. Her primary field of research has been political violence, diaspora political engagement, and religion-politics relationships. As a consultant, she provided policy advice to various think tanks and international institutions on issue of governance and strategies to development transformation of Sudan.
